Pessimistically pin mixlib-install to 3.2 #152

Description

This change constricts the installation of the mixlib-install gem to ensure that a version is installed that defines the method ::Mixlib::Install::Util::Class#normalize_architecture.

This change has been merged in another PR. Thank you or submitting a fix. chef-ingredient 2.0.4 published to supermarket with the mixlib-install 3.2 version pin.
