pay_what_you_want is being requested even when disabled in dashboard

I have pay what you want disabled in the dashboard.
When sending the data it was telling me it is a required field and that the value was empty. I am currently having to pass the cart total to this field. I would expect this field to not be required when disabled on the dashboard.
Im not quite sure if this is intended or if it's a bug.
