Installation stuck at step 3 (accepting the Licence agreement)

I'm installing a NEW installation of Chamilo 1.11.28

After filling in all the fields on the form in step 3 (yes, I checked 'I Accept'), I clicked the 'Next' button, but nothing happens...
I'm stuck at Step 3: Accepting the Licence agreement.

Additional information:

Chamilo version: 1.11.28
Required PHP version: >= 7.4
My PHP version: 8.2.19

I am getting an error message on the top of the page:

chamilo 1.11.28 does not install with php8
disable chamilo 8.2 and enable php7.4 to be able to install chamilo 1.11.28.
for now, chamilo has incompatibilities with php8
