[NGINX] Load custom modules --with-compat

Issue/Feature description

In order to integrate Instana tracing with Nginx we need to load some modules from Instana (https://www.ibm.com/docs/en/instana-observability/current?topic=technologies-monitoring-nginx#distributed-tracing-for-nginx-nginx-plus-and-openresty) However it doesn't seems to work with chainguard nginx image but it works with the standard alpine docker image. The only difference between the two images is the --with-compat option missing.

Not sure if that's the issue it's just a guess. Would be happy to help with a PR with some guidance on where to contribute on this issue ! :)
