Tearsheet design exploration: Action footer

Adopters request that we have more flexibility and composability with the button footer on Tearsheet. We should explore what the impact of composability will have on the component.

1. Action footer: make more composable - Slotted width for buttons - Various button sizes

   • Button ordering (primary - cancel - back for example)
   • Other button varieties in the footer (menu button, destructive, etc.).
   • No buttons at all (so no footer).
   • Reference modal work in Core.

2. Explore action footer responsiveness

   • We should also consider how these elements will behave on smaller screen sizes/increased zoom.
