Mendelian and somatic fusions

Is there a difference in elements captured for somatic vs. mendelian fusions? To date, we have had a heavy representation of cancer-focused requirements in ga4gh/vrs/issues/28, but additional consideration should be given to whether there are innate attributes between these contexts that should be considered.

Some tasks for this issue:

• Identify mendelian fusion resources / repositories
• Invite mendelian expertise, e.g. Cynthia Morton and Mike Tolskovsky (sp?)
