Architect and implement how Glossary terms are stored & managed

This issue originated from issue 213.

Currently the WIP-glossary terms and definitions are stored in glossary.jsx. However in discussing with @adborden there may be a better way to do this.

Assigning to Aaron for now. Maybe next step can be for Aaron to describe what he thought would be a good solution. With a better idea of what the task is we can then knock it out.
