Add inline help tool tips that link to FAQ articles where applicable

How can we improve on the FAQ? Is it possible to give the user additional contextual information about what they're looking at without dropping them in an FAQ? I think @tdooner really sums it up here.

I'm including some screenshots from the FEC site to illustrate one direction we can take this.

The little "book" icon represents a glossary term. On Beta FEC, it opens a sidebar so you can see the definition right in context.

I think the fly-in definitions look-up panel is more than we should tackle right. Inline help tool tips would be more doable. Going to put together a quick mock-up.
