Candidate page should have breadcrumb to office election listing

I think the thinking behind having a candidate (i.e. Kaplan) at the Oakland level was to create a structure that allowed for a holistic view of a candidate who may run for an office multiple times or run for multiple offices. So, at some point, Kaplan, for example, might be elected council-member at large several times—and each time she ran would have a separate committee for that election—and then one day she may run for mayor, which will be another committee for her. A "master" Kaplan page would we able to surface all those past and present committees. I guess at this point that's all more complex than necessary.
👍 I'm going to remove the ready label for now. For v2, do we want to do something interim, like add the office election breadcrumb, or do we punt and change this story description to implement the desired behavior?
