We will manually enter ballot information. It would be great to sync up with the VIP project--pull data from in the future, and share our manually entered data with them.

I didn't think VIP project had any data, they're just working on a spec
so that orgs with the data could be compatible with other orgs with
data.

This is actually very straight forward. The VIP provides an XSD already, an there are tools to generate Django models from the XSD.

Potentially spinning this off as it's own project might be useful (at least in a separate django app) because I think folks are looking for an API that provides ballot data that is current and up to date.
