Provide a tooltip for each user configurable setting #331

On the settings pages, it would be helpful to provide the range for each setting that the user will configure.

For instance, the user does not know the high or low range for max-jerk/max-accel/max-deviation/junction-accel/etc.

I understand some settings are machine dependent like max-velocity, but it would be nice to know the range of input.
