ABC scores don't sum to 1

I ran the ABC pipeline and am looking at the EnhancerPredictionsAllPutative.tsv.gz file. I'm finding that, given a gene, the ABC scores of it's candidate enhancers don't sum to 1. In one case, the ABC score is near 4. I referenced some of the ABC scores on encode and they all seem to be normalized as expected.

Is this intended behavior?
