create and fill resources page to house all and any pointers to models, papers, datasets, and more pertaining to BBQS projects.

Expand over time to include a chatbot or automatic retrieval of information + automatic ingestion of information from any verified* team members.

*: verified such that only folks in the consortium can submit resources.
