Right now, the reporting and moderation system is internal to the instance. It should also send Flag activities to notify other services of bad behavior and spam.

Would this work across platforms or Bookwyrm<>Bookwyrm only?

Cross-platform. I still have to learn more about how this usually works and what the activities should like like

It would be great if users could decide to just send the report to their local instance OR if the report should be reported to the remote instance as well.
