Welcome message not firing

Welcome message is not spoken by the agent, the welcome pre defined audio not present send null signals to twilio, the welcome message should be spoken the by the TTS to have the same voice

@ReetikBasniwal Yes, so basically on outbound call, the agent waits for the user to speak, the welcome message passed was not being spoken.
