Queuing logic revision - Ongoing subscription

For users who are already subscribed to a case, once their hearing has passed, the user should receive a notification upon the first time a new hearing is added to the hearings table.

@agboise I would like to contribute to this open source issue.
I have roughly gone through the models (Case, Subscriber, Notification).

What code change might be needed? only creating a new record of notification?
or some big change?

let me know if I can take and start with this.
