sra-human-scrubber includes x86 binary, and isn't really no-arch

@rpetit3 Would you be willing to take a look at this?

I was building a docker image for this on arm, and discovered this:

```
     /opt/conda/bin/scrub.sh: line 102: /opt/conda/bin/aligns_to: cannot execute
     binary file: Exec format error
```

For now, maybe we tag this as x86 only when work on a fix?
