Add Ne2-1L binary on PATH of r-rldne package

Creating a RLDNE dedicated Galaxy tool galaxyecology/tools-ecology#247 it appears Ne2-1L binary is not on the PATH so we must make some additional cmd to add it.

I create this issue to look at it in a next future for updating the Galaxy tool
