install new Rust stable and nightly

Dear Bioconda team,

The current default Rust version is 1.8 or something but the most recent is 1.94 (stable) and 1.96 (nightly). Can you please install a most recent stable rust?

Can you please check what conda-forge is using at the moment? If they are using a more recent version we need to update our pinnings and follow what conda-forge is doing: https://bioconda.github.io/developer/bulk.html#updating-pinnings
