Flagging duplicate pull requests for the same recipe #61357

It often happens that a PR is opened to update a recipe by a maintainer and BiocondaBot at roughly the same time. As a reviewer, if I filter the PR list by label, I may miss one or the other. Manually submitted PRs may sometimes omit the recipe name in the PR title, so these may also be missed.

Is it possible to add functionality to BiocondaBot so that it can leave a comment when a new PR is opened that update a recipe for which a PR already exists? The comment should also briefly explain the autobump process so that new maintainers know it's okay to leave the bot PR open and close it after their manual PR is merged.
