Support uploading ARM64 biocontainers

Thanks to the efforts of the community over the past few years, many software now support releasing conda packages for the linux-aarch64 architecture.

However, to date, the CI workflow still does not support releasing biocontainers for linux-aarch64. What are the specific technical reasons for this?

Over the past few years, our team has also adapted a large number of conda packages to support linux-aarch64 within the community. If there are plans in the community to adapt biocontainers for linux-aarch64, we would be happy to contribute.

There has been an overhaul of the container building process in progress, including supporting a manifest for the containers, so the plan has been to implement the linux-aarch64 containers as part of that. I'm not sure what the current timeline is for getting that merged, though.

Thanks for opening these PRs, I haven't had a chance to look at them closely yet, but it could complicate things there are two different efforts going on with the containers at the same time.
