Ribotaper misses license file, license file is also missing from tarball

When patching ribotaper for #48920 in #48937 the linter warned that the license file was missing (for a GPL license project).

I tried to locate the GPL license file in the original tarball but couldn't find one. Neither could I find a statement about the project being licensed under GPL at all.

So there's a small issue here. I wrote to the maintainer Lorenzo Calviello to ask about the license. It seems the maintainer thanked someone for creating the bioconda recipe, so they seem to be happy with the packaging and might just not be aware of the lack of license file. So this should be resolvable.
