Launching the service without logstash available leaves the service in a "Starting" state.

ls2: open error: retrying 10.10.10.10:5062 (#4) [net.dialtcp: dial tcp 10.10.10.10:5062: connectex: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.]
