Could you please check if bcdedit.exe exists?
It should be exist in C:\Windows\System32.

If not exist, it was deleted accidentally. Please copy it from another Windows machine or reinstall Windows.
If exist, this problem may be caused by some security software. Please turn off temporarily during this program.

(1) Run command prompt.
(2) Type "C:\Windows\syswow64\cmd" and push enter key.
(3) Type "C:\Windows\sysnative\bcdedit" and push enter key.
(4) Can you see these messages?
"The boot configuration data store could not be opened.", "Access is denied."
(this error message is from bcdedit.exe)
