Some Russian ISPs use "Carrier-grade NATs" which means that ReQrypt can be hit-and-miss.

Here is information that someone sent to me that may be useful:

Er-Telecom: ReQrypt is unreliable.
Beeline: ReQrypt does not work (random port NAT).
Ufanet: ReQrypt does not work (random port NAT).
Obit: ReQrypt works but requires a high TTL value (of 12) to punch through the NAT
2COM: ReQrypt works fine
