Triage Notes: The Quest NPC is entirely un-targetable after using the quest item. The NPC's do not spawn at once, but rather one after the other. Once both are dead, you can use the Boulder's Crack War Horn again - which then starts Valduran's dialogue. He then becomes attackable after his speech is finished.

This makes the quest significantly harder to complete without the NPC assistance.

Steps to repro:

Current Behaviour
The quest Valduran the Stormborn has currently 3 bugs

When using Bouldercrag's War Horn only one NPC is spawned
There is also no Dialog happened after casting the item (see video in Source)
Valudran the Stormborn is not attackable as seen on the screenshot.

Expected Blizzlike Behaviour
When using Bouldercrag's War Horn it should summon Bruor Ironbane and Bouldercrag the Rockshaper. As written in the Itemtooltip.
There should be a dialog before the fight starts (see video)
He should be attackable after the item is used.

Steps to reproduce the problem
Since this is part of a quest chain, i dont know if you have to complete all of it? First Quest is (QuestID=12930), or add the Quest Valduran the Stormborn with QuestID = 12984
Fly to the given location
Use the item inside the hut
the reported behaviour should apply.
Extra Notes
I should mention, that you can kill Valduran the Stormborn, after the summoned NPC died. Then you can attack him and complete the quest.
