Cookie Cutter appears to be the industry default for defining project templates, and there are countless templates defined using it. Should we maybe migrate?

Probably better to be honest, less to maintain :)

We can even combine that with something like pyproject-pre-commit that generates pre-commit runs automatically from the project files - that would then solve the pre-commit repo issues, I think, all of that would be configured with the cookiecutter.
