Clustering inside of the Hyperparameter Space #157

The paper https://arxiv.org/abs/2401.13334 builds Clusters inside the ConfigurationSpace and then extracts rules inside these Clusters. At the very least, the idea of building and visualizing well-performing clusters in ConfigurationSpace is interesting and should be explored.
The idea in the paper is to do agglomerative clustering with variance-based linkage criterion. They later extract rules from that, which might or might not be interesting.
