What's full said in systemctl log? Does it working via direct run from Terminal?

Maybe, you executed the "rpm -Uvh https://packages.microsoft.com/config/centos/7/packages-microsoft-prod.rpm" commmand.

so, you should remove packages-microsoft-prod and restart webone.
