refactor(CI): Update CI Workflows

The current CI configuration runs workflows inherited from the upstream repository, which are not aligned with our needs. The upstream repository uses a different CI setup, leading to unnecessary workflows being triggered in this repository.

To address this, we need to remove these irrelevant workflows and replace them with Astria's standard CI workflows. This will ensure the CI pipeline reflects our specific requirements, reduces resource usage, and maintains consistency across Astria projects.
