Summary

as a title.

Motivation

Currently, there is no policy to upgrade Go and Kubernetes version for ArgoCD.
Since above it, many PR that upgrade these are generated by each contibutors.
As a maintaner, it's hard to triage and handle each one.
So I think it's good way to creae a policy for this.

Proposal

There are some way to deal with it.
So I want to discuss it.

One good policy would be to always upgrade the k8s lib version before cutting a new Argo CD major or minor version.
