Ensure tabbed reports meet accessibility compliance

The current tabbed reports do not meet accessibility requirements. Previous work was done in HE Warden to address this.

Items to check/fix:

• Colour contrast issues
• Ensure any labels are correctly used
• Ensure screen readers read out any changes that happen on the page
• Check for any other accessibility issues such as tabbing to clickable page elements
