Currently when a vfsoverlay is encountered the incremental logic bails:

remark: Incremental compilation: Could not read TypedVirtualPath(fileHandle: /path/to/Foo.swiftmodule, type: swiftmodule) FileSystemError(kind: TSCBasic.FileSystemError.Kind.noEntry, path: Optional(<AbsolutePath:"/path/to/Foo.swiftmodule">)) '/path/to/Foo.swiftmodule'

/path/to/Foo.swiftmodule here doesn't exist on the real file system but does in the vfs
