Fix and re-enable test_swimPeer_pingRequest_shouldRemoteMetrics

The test SWIMActorPeerMetricsTests.swift -> test_swimPeer_pingRequest_shouldRemoteMetrics was flaky, so was disabled for now.

This issue tracks investigating and fixing the flakiness, and re-enabling the test.
