что бы настройки подгрузились приходится выкл/вкл расширение

Только при первом запуске это присутствует в консоле: (сразу после Keep cooked...)

11-error-handlers-api.js:278 Proxy settings changed: controlled_by_this_extension

и в localStorage у background page нет моих настроек
