I'm not sure... but "0x80070040" means "network name not available", I heard, and it could be happen when you delete (or make mistake of) resolv.conf file, so I guess, pacman did something while updating. On windows 10 anniversary update version, that was critical but WSL will "recreate the /etc/resolv.conf symlink if it does not exist" after windows 10 creators update version, I heard that on microsoft/WSL#171 (comment). EDIT: Or... /etc/hosts file. Try to delete thses two files. I guess... those might be regenerated if absent.

I successfully updated using yaourt -Syyu or pacman -Syyu. After I restarted the bash the screen just show Error 0x80070040
