Review the refreshed palette PR, and add further changes:

• iteration to primary green
• new functional colours (blue 50% shade for borders and blue 10% shade for links when used with blue 95% tint background)
• add colour swatches

Also update the following GitHub Discussions (#5048) to ensure they're using the correct colours:

• (New colour palette - our decision making #5048)
• (Improving legibility of buttons using the new brand colour palette #4953)

In order to know which additions are needed to the colour page (only functional colours need to be in the style guidance).
