No thousands separator for email subscription metrics #1529
Description
In the email subscriptions section, there are no separators for thousands.
eg Users who will get email updates about changes to this page: 10115
The GOV.UK style guide says "For numerals over 999 - insert a comma for clarity: 9,000"
