possible superseding of this for scientific-python/cookie

hello ARC people :D

I heard that you guys had a project repo template -- I wanted to put my 2 cents into adopting the scientific python cookiecutter that I've already converted a few projects to use (I also showed @boykovdn this recently!)

I plan to work on some tutorial material for how to use all the features, but it gives you the choice of using many different build backends, including this repo's standard poetry, and also hatch, which is allegedly the best thing out there right now (there's also a bunch of possible caveats on upper version bounds with poetry that I hear a lot...). It also has readthedocs support, easy pypi release, and a bunch of other things!

I essentially found out about this through working close to people that are more intimately involved in the python packaging ecosystem, and just wanna spread how cool it is :)
