Upgrade to airbyte/python-connector-base 4.0.0 in Dockerfile

I've released the Python base image with Python 3.11 — and we should attempt the upgrade to the new base.

Warning

When we do this, this should be a breaking change, because unless we bump major CDK version, Cloud connections will auto-update to the new base image, and we want to test it carefully.

It could be a good idea to release this + drop stream state interpolation (@pnilan) in the same major version bump.

This particular change would be super straightforward — just change the BASE in Dockerfile and we're done.
