后端增加ws接口，定义消息类型和消息格式，以满足系统后续的各种事件，例如告警通知、权限分配通知、数据变更通知、系统官方通知等
定义消息模块，适配消息ws接口，直充消息类型独立配置，例如只看告警通知消息，关闭其他的消息通知
