Rename testDependency to externalDependency #5675

We use the testDependency folder to pre-stage third-party libraries on the machine, ensuring there are no network issues during runtime. Additionally, a cleanup job runs twice a day to remove any leftover test materials from the machines. To improve automatic cleaning of test materials while preserving the advantage of preloading test dependencies, we will rename the testDependency folder to externalDependency.
