Data dictionary not created by ISO 19115-2 translation

The ISO 19115-2 translator does not include data dictionaries. When translating to ISO-19115-2 the resulting XML does not include a data dictionary (FC_FeatureCatalogue element).

The data dictionary is created as part of the HTML translation and the feature catalog is included in the ISO 19115-1 (ISO 19115-3) and ISO 19110 translations, indicating that the problem is not with the metadata file.

Behavior was tested using:

• mdEditor http://23.23.4.125:8001/ (version: 1.6.0-beta.5+2fdef9ad)
• translator http://23.23.4.125:3001/api/v3/translator.
