Trying to use dependency-review-action on another repository

Following to practices of our other github actions, we want to have the workflow that actually uses dependency-review-action in a central location that our other repositories call using a workflow_dispatch. I am passing in the base-ref and the head-ref from the original repo, but this is resulting in "bad request"
I am pretty sure I am passing in the wrong inputs to do this. Please help!
