Create OmniPay 3.0 wrapper

This would be a good way to get stuck into OmniPay 3.0, so let's get to it. The general approach to OmniPay is to not use third-party libraries, but I think this will be a good fit, since it does not attempt to handle any of the logic flow, but simply creates messages and parses responses.
