Idle state Fly does not cause Swifts to start flying. #5438

Reposted issue report from Buckymancer

Steps to reproduce:

  1. Get a Swift.
  2. Move the Swift.
  3. While moving, set its Idle State to Land.
  4. two variants,
    (a) while it is in the landing action, set its idle state to Fly.
    (b) after it lands, set its idle state to Fly.

Expected result: Swift either (b) becomes or (a) remains airborne.
Actual result: Swift (a)lands or (b) remains landed while its Idle state is Fly.
