Normal users will see that a comment has been hidden. Moderators and authors can expand the hidden comment and unhide it.

What types of comments it refers to? I see IssueComment, ChangesetComment, DiaryComment, and NoteComment. I am not sure this feature makes sens for IssueComment

Changeset, Diary, Note make sense. I don't think it's a good idea to work on it just now. First we should implement all feature-parity pages.
