Normalize eslint rules among packages

While we use @xrplf/eslint-config every package modifies the rule ever so slightly. For the most part this is disabling more strict rules. We need to go through an renable more rules and if we choose to get rid of them they should be reflected in @xrplf/eslint-config.

Additionally it might make sense to pull @xrplf/eslint-config and @xrplf/prettier-config into this mono repo.
