Several packages from the environment.yml file seem to no longer be used. It seems in moving to DRAM v2, SQLalchemy got dropped in favor of using SQLite3 in build (and that is for building the description DB, which is not external facing anyway). And Several packages could probably be updated without breaking anything. It would be nice to update things if possible, moving from python 3.10 -> 3.12 would get us speed improvements, much better error messages, and 2 more years of that version of python being supported (python 3.10 will be support for 2 more years - till October 2026).

Testing has to be done before we can update the env, though.
