Structure RTD docs

As of now, the docs that live with CubeServer have been left to rot since early development.
It's fair to say it's time to turn that around...

Also need to set up rtd to show develop branch docs as well as tagged versions

Basic structure established; autodoc should be investigated alongside pytest
